Under your steering wheel there are 2 screws, take them out and pull the panel off. It could be the relay. With MK4 golfs there basically all run on the same one. Have a look and feel if it's hot. My wipers and heaters and indicators stopped working, changed the relay and all was good. The indicator and brake signal both share the high signal of the dual filament bulbs in a US tail light. Basically each signal overides the other, so when braking, the indicator signal inverts to cut the brake signal out. Take the thin pipe off the expansion tank with the engine running up to temp, and see if the water pumps out or not. If it just dribbles out, then water pump is goosed.
